Abstract
The IRAT was designed to obtain information about two questions. One is, ¡®¡®What is the risk that a virus not currently circulating in the human population has the potential for sustained human-to-human transmission?¡¯¡¯ The second question is, ¡®¡®If the virus were to achieve sustained human-to-human transmission, what is the risk that a virus not currently circulating in the human population has the potential to significantly impact public health?¡¯¡¯ The IRAT consists of 10 evaluation criteria grouped within three overarching categories which are: properties of the virus; attributes of the population; and ecology and epidemiology. In this paper, 10 criteria were introduced and some experimental elements were applied to recently isolated H5N6 avian influenza in Korea.
